MESSAGE FROM BROOKE E. SHELDON, LIBRARY SCHOOL DIRECTOR

Dear SIRLS students:

First of all, my heartfelt thanks to all of you for your support during the past three weeks. The news that SIRLS was on the President's possible elimination list was a terrible blow to all of us. But you have shown your ability to work together creatively, and unite to SAVE SIRLS.

As you will recall from President Likin's initial statement, the wording offered some alternatives to elimination. Specifically, it implied that if SIRLS could become more self- sustaining, and find a suitable home in the university structure, it could remove itself from the elimination list. Several months ago the Provost's office asked us to develop a program fee proposal and a business plan. We had submitted both the fee proposal and business plan (last August), but on the day before the horrendous announcement on January 7th I was informed that the proposal was good, but, as proposed, it would not generate enough new revenues to sustain SIRLS.

We are very aware of the sacrifices many of you make to attend SIRLS, and the last thing we want to do is impose a program fee, but the reality is we must do so if SIRLS is to survive. Not only must we impose the program fee but it must be large enough to bring substantial revenues into the school.

You probably know that our tuition rates are among the lowest in the nation for LIS schools and we are proud to offer such a bargain, but our current situation demands that we adjust our costs more realistically. The proposed program fee will still place us in the lower 50% of tuition rates for peer schools. Additionally, we know that even as we move to institute our program fee (which must be approved by the Arizona Board of Regents), other LIS schools in California, Texas, Washington and throughout the country are in the process of raising tuition and/or fees as well. You should know that at least 15% of the money we raise with the program fee will go into financial aid for students. We will do everything we can to ease the burden for current students in the program during this transition, working with you on a case by case basis.

Below is the proposal that I have submitted to the University of Arizona administration and that I believe may be released to the press today.

PROGRAM FEE PROPOSAL

IN STATE OUT OF STATE

2003-2004 $100.00 per credit hour $400.00 per credit hour
2004-2005 $150.00 per credit hour $500.00 per credit hour

2005-2007 Range of fees: $l50.00 Range of fees: $500.00
to $500.00 per credit hour to $800.00 per credit hour

We are asking for approval of a range of fees for the years 2005 to 2007.

This would enable us to increase or maintain the 04-05 rates depending on enrollment growth, economic conditions, the LIS job market, tuition rates at our peer schools and other variables.

The monies derived from the program fee will be used to hire faculty, increase financial aid, and begin to institutionalize Knowledge River, update technology in the school, and improve student services.

I will be meeting with LSO officers today, and will be glad to talk with any and all who may have questions.

Again, I do believe that this measure, even though it may mean sacrifices for some, will save our school.

Sincerely,

Brooke E. Sheldon, Director
